The South Asian region for the Collaborative Fund and the International Treatment Preparedness Coalition includes India, Pakistan, Bangladesh, Sri Lanka and Nepal.

The South Asian treatment preparedness workshop took place in Kathmandu, Nepal, 3 - 6 January 2005. Over 70 people from four countries participated. The workshop was organized by Blue Diamond Society of Nepal.

Following the workshop, a two-day meeting of the newly formed ITPC South Asia Regional Steering Committee (now called Regional Advisory Committee - RAC) of the International Treatment Preparedness Coalition took place 7 - 8 March 2005 in Delhi. The meeting was attended by 21 country representatives with support from three resource persons.

At the meeting, a process was established to receive applications and make recommendations for funding. Following the distribution of the grant announcement and application, the RAC members received project proposals and recommendations for which projects to fund were made by country steering committees. Recommendations went to a technical review panel of seven people consisting of one country representative (with a high technical capacity and English abilities) with an additional technical advisor and the Regional Coordinator.

The initial call for proposals was made in March 2005. The Technical Review panel (TRP) met in June 2005 in Kathmandu, Nepal, and made recommendations for funding.

Twenty-one groups from four countries were selected for funding in South Asia with a broad diversity of activities and target groups. USD 200,000 is being distributed for treatment advocacy and education projects.

The three projects in Bangladesh include activities that range from encouraging men who have sex with men to seek voluntary testing and counseling to a series of advocacy workshops across the country to treatment literacy for a PLWHA group.

India's focus is on support for PLWHA networks, both national and state-level. The eight projects have a strong advocacy component but will also develop treatment literacy materials and work specifically with HIV positive men who have sex with men and HIV positive transgenders. The national network, INP+, will also do a rapid assessment on the state of treatment access across India.

Pakistan also had a strong focus on advocacy and in particular working with national and local politicians. The seven diverse projects include treatment access advocacy through the publication of a monthly magazine, direct lobbying and work with pharmaceutical companies, sensitization for healthcare workers, and improving care for incarcerated PLWHA.

Nepal's three projects complement each other. Treatment education and literacy for PLWHA at the district level will feed into national level advocacy. A documentary on the benefits of treatments access will support the treatment education and literacy work, and can also be used as an advocacy tool. Efforts to improve access to treatment will reach both government officials and individual PLWHAs. A national campaign for treatment access is planned that will include political rallies.

The South Asian approved projects have a strong focus on advocacy with stakeholders, and in particular with governments and political leaders. Treatment education materials are lacking in local languages and various projects will address this. There is also a strong focus on sensitizing and educating healthcare workers on treatment access and AIDS issues. Two projects focus on men who have sex with men, and one on transgenders. Some projects are located in areas with where drug users are highly affected by HIV and AIDS.

The South Asia CRP convened a Technical Assistance and Monitoring and Evaluation Workshop in Chennai, India on April 2006.  The workshop invited grantee participants from 4 countries to explore working together on treatment access issues and sharing feedback and ideas from the past few months.  Presentations from the workshop are available below.

The second round of grant making has finished.  Applications were submitted through October 9th and the review process took through November 2006.  In South Asia, representatives from each country (India, Pakistan, Nepal and Bangladesh) review proposals from their respective countries. Each country team makes recommendations for further consideration at a second review that includes one representative from each country.  Please see the 2006 South Asia Grants Summaries below.
