Please see below for the history of grantmaking in this region and the current status.

The Collaborative Fund first piloted its approach in the NIS/CIS/Baltic region with assistance from Open Society Institute’s Harm Reduction Development program. A third round of grant making was completed in August 2005 with over $600,000 distributed to date. The CRP has focused its funding activities on projects to advocate for local and national treatment access and community mobilization efforts that build the capacity of PLWHA organizations. The Regional Coordinator is Nastya Kamlyk who is working for Humanitarian Action, Russia’s first and leading harm reduction service provider.

In February 2005, Ms. Kamlyk and the grantee organization, Svecha, organized a conference entitled Building a Social Movement of People Living with HIV/AIDS in the Newly Independent States in St. Petersburg, co-sponsored by UNAIDS. A report from the meeting is available upon request. The meeting brought together representatives from most of the Collaborative Fund grantee organizations, CRP and ITPC RAC members, representatives from EATG and from UNAIDS. Participants discussed the future direction of the PWHLA treatment access movement in the region, described their projects, discussed lessons learned, shared information, and identified technical assistance and evaluation needs and priorities. The meeting also provided the opportunity to discuss how UNAIDS can support community based efforts to meet the needs of people living with HIV/AIDS.

The CRP now consists of an entirely new group of members. These members were selected through an application process according to the policies developed by the CRP over the past year. The CRP members are (one additional member from the Caucuses needs to be selected):

  • Tatasiana Siamionava - Belarus

  • Gregory Vergus – Russia

  • Sherboto Tokombaev - Kyrgyzstan

  • Uchaev Sergey - Uzbeckistan

  • Aleksandrs Molokovskis - Latvia

  • Mikhail Rukavishnikov - Russia


A joint meeting of the CRP and ITPC Regional Advisory Committee (RAC) was held in Moldova in June. Credinta, one of the grantee organizations, did an excellent job of organizing the meeting.  Having grantee organizations take on the coordination of these meetings, with the support of the Regional Coordinator, serves to the further the capacity building objectives in the region.

The participants discussed the relationship between these committees. They agreed that future CRP members should now be selected by the RAC (using the same application process), that the Regional Coordinator should work on both CRP and RAC activities, and that the RAC should direct the allocation of technical assistance and regional network support funding. The group allocated that funding at the meeting as follows:

  • RAC activities (including website support to provide treatment information and conduct regional advocacy activities) - $13,000

  • Translation for community mobilization activities and ITPC information - $3,000

  • RAC meeting costs - $13,000

  • Development of a report on the Collaborative Fund grantee projects and the funding process to date - $10,000

  • Provide funding for a meeting to support the development of a regional network in Southeast Europe - $20,000


Program evaluation was discussed at length and LTG Associates, the group selected by WHO to evaluate the Collaborative Fund, attended the meeting, provided background training on evaluation methods, and assisted the group in identifying indicators to evaluate both the funded projects and the funding process. The report on the grantee projects includes descriptions of all projects and summaries from interviews with grantees and service recipients about their experiences in developing, implementing and utilizing these programs.  The outcome of these interviews will drive decisions about the use of technical assistance funding in 2006 and help to set funding priorities. Funding for RAC activities will also serve to provide technical assistance and regional network support. The funding for the Southeast Europe meeting is to address concerns that the Collaborative Fund is not yet providing support in this region. The funding for the planning meeting will allow constituents in Southeast Europe to determine their needs as additional funding is sought for grant making and other activities.

The Regional Advisory Committee and Community Review Panel for the CIS/Baltic region met in St. Petersburg, Russia, in June 2006 to set funding priorities for 2006. A grant application was distributed throughout the region on July 1st.  All applications were received and a CRP meeting took place on September 2006 to select the new grantees for 2006. A fourth round of grant making was completed by the CRP.  A total of 86 applications were reviewed and 20 selected for funding. The emphasis is treatment education and community mobilization efforts to overcome stigma in health care settings.    Please click here for the list of selected 2006 grantees.
